Your chloride level reduces when you consume a high amount of low-salt fluid. Excess fluid intake can also reduce the amount of other electrolytes (sodium and potassium) in your body. For example, drinking large amounts of water can lead to low blood chloride, potassium, and sodium. It can also lead to seizures, vomiting, and headache.

Studies show that people with congestive heart failure may retain a high volume of fluids and experience high resistance to diuretics which cause hypochloremia. In addition, high secretion of the antidiuretic hormone results in an increased return of water to the blood circulation by the kidneys and reduces electrolyte levels.
